SMBC 2015 Action Agenda

SMBC is a coalition of small and large marine businesses, associations, and friends of the industry. Our membership has a common goal; to advocate for and grow the marine industrial business sector and the thousands of middle class jobs that we nurture and support. We are also committed to increasing the awareness of the importance of our industry to the economic well-being of Seattle and King County. Our membership is diverse and representative of all elements of the industry; commercial fishing, ship and boat building and repair, tug and towing companies, passenger vessel companies, and a wide range of associated vendors and support groups.

Maintaining and Training a Skilled Workforce.  

  • Maritime Industrial jobs pay on average $70,750 per year, and are predicted to continue to increase by at least the 3% annual increase seen through the past decade. More technical and apprentice programs under the auspices of unions, companies, and the Seattle College system are needed to train the next generation of maritime skilled labor.
  • Maritime-skill jobs fall into two separate categories: shoreside and shipboard. These distinct work skill-sets require specialized training. In 2014, SMBC supported the selection of a new Director for the Seattle Maritime Academy (SMA) at Seattle Central College. We will continue to work with SMA as it develops future programs, and two members of the SMBC board are on the SMA Technical Advisory Committee.
  • New training programs must complement, not compete with, existing public and private sector maritime training programs. 

Preservation of Existing Marine Industrial Lands

  • Industrial zoning is continually under threat from non-compatible uses. We need zoning continuity, predictability and buffers from potential conflicting uses that negatively impact on water-dependent and other marine business uses.
  • Access to industrial lands (availability of, and access to, maritime industrial lands must be ensured (T90/91, street ends, non-compatible uses—e.g. bicycle paths).
  • Infrastructure maintenance. Deterioration of existing roadways, piers and facilities must be addressed.

Freight and Vehicle Mobility

  • In-city. Fluid movement between Seattle’s two industrial neighborhoods (Duwamish and BINMIC) is required and is essential to the sector’s continued economic viability. The current central waterfront plan does not adequately provide for vehicle and freight mobility in a “post-viaduct” configuration.  Capacity sufficient to accommodate existing and future freight mobility and fluidity along the waterfront must be an essential component of the new waterfront.
  • Regionally. Regional vehicle mobility is essential to move company workforces from home to work, and between job sites.
  • SMBC will identify and work with state and regional planning authorities to help enable in-city and regional freight mobility.

Regulatory Advocacy
The regulatory and legislative programs listed below are among those currently affecting and those having potential to negatively impact the marine industrial sector. They must be collaboratively implemented for desired results and the continued economic health of the sector.

  • Shoreline Management Plan (City issue)
  • Duwamish Swing Bridge Closures (City issue)
  • Central Waterfront Plan (City issue)
  • Department of Natural Resources Habitat Conservation Plan (State issue)
  • No-discharge zone (State issue)
  • Government Locks Funding (Federal issue)
  • Harbor Maintenance Tax (Federal issue)
  • Environmental Cleanup Issues (Duwamish Superfund site, etc.)

Public and Maritime Industrial Sector Outreach
The Seattle Marine Business Coalition is the single 501 c (6) organization registered with the State of Washington whose core mission is to advocate on behalf of marine industrial land users. SMBC continually works to raise the visibility of the maritime and commercial fishing industries that are so important to our regional economy.  Our communications objectives for 2015 follow :

  • SMBC will continue to communicate to the maritime industrial sector challenges that face the industry, and solicit input throughout the sector on emerging challenges. We will communicate SMBC objectives, recommended actions, and successes.
  • SMBC will continue its efforts to raise visibility of the maritime industrial sector we represent among public policymakers, elected officials, and regulatory and economic development agencies that affect the way we do business. In that regard, SMBC will be a voice and active participant in the Joint Legislative Task Force on the Economic Resiliency of Maritime and Manufacturing, the Washington Maritime Federation, EDC workforce development efforts, and Port of Seattle issues such as Terminal 5 lease, etc.
  • As resources permit, SMBC will share with the general public the economic and cultural importance of the maritime and commercial fishing industries to the Puget Sound Region and the State of Washington.
